mtG was commissioned to establish the German national Root CAs
media transfer AG (mtG), a german PKI expert located in Darmstadt, was commissioned by the Federal Republic of Germany to establish the German national Root CA and RA instances.
Based on the PKI product mtG-CARA the Bundesamt für Sicherheit in der Informationstechnik (BSI) will operate the certification authorities (CA) and registration authorities (RA) of all Root certificates needed for public electronic document cards. The CA and RA instances build the basis for protection against forgery and protection of personal data in public documents like the german electronic passport or the german electronic identity card. The following public key infrastructures are going to be set up by mtG:

| The CSCA (Country Signing Certification Authority) is the top-most authority for verifying the authenticity of public electronic documents. |

| Three different CVCAs (Country Verifiying Certification Authorities) are the top-most authorities for granting access rights to public electronic documents. |
Furthermore, mtG is going to set up the Root CA and RA for the PKI of public administrations, which will be operated by the BSI. This Root CA is the top-most authority for the protection of communication and data exchange between german government agencies.
